APPLICANT REQUESTS THAT:

His DD Form 214, Certificate of Release or Discharge from Active Duty, be corrected to show award of the Air Force Commendation Medal (AFCM).    


RESUME OF CASE:

On 4 Aug 11, the Board considered and denied the applicant’s original request to make the same correction to his records.  In the original request, the applicant contended the AFCM was awarded to him on 29 Aug 67 but was not included on his DD Form 214.  The Board found insufficient evidence of error or injustice to warrant corrective action.  The facts and opinions stated in the advisory appeared to be based on the evidence of record; applicant’s military personnel records did not contain any official documentation, to include a special order or recommendation, indicating the applicant’s entitlement to the AFCM.  For an accounting of the facts and circumstances surrounding the applicant’s original request and rationale for the earlier decision by the board, see the Record of Proceedings (ROP) at Exhibit E.  

On 8 Aug 13, the applicant submitted a request for reconsideration to correct his DD Form 214 to show award of the AFCM.  In support of his request for reconsideration, the applicant recaptures details of his tour of duty when he earned the AFCM award.  He offers to travel to Washington, DC, with his original award certificate and citation to allow examination and determination that it is authentic (Exhibit F).

THE BOARD CONCLUDES THAT:

1.  Sufficient relevant evidence has been presented to demonstrate the existence of an injustice.  After a thorough review of the evidence of record and the applicant’s complete submission, we believe a preponderance of the evidence substantiates that corrective action is warranted.  In this respect, we note the AFCM certificate and citation provided by the applicant appear to be authentic and, even though the applicant has not presented a copy of the special orders, the citation and certificate contain information that is similar to that reflected in the rest of the applicant’s records.  Moreover, the new details the applicant provided convince us that it is more likely than not the applicant was awarded the AFCM for his meritorious service during the period 6 Sep 66 to 16 Aug 67.  Therefore, we recommend the applicant’s records be corrected as indicated below.  

2.  The applicant’s case is adequately documented and it has not been shown that a personal appearance with or without counsel will materially add to our understanding of the issues involved.  Therefore, the request for a hearing is not favorably considered.


THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show that on 29 August 1967, he was awarded the Air Force Commendation Medal for meritorious service for the period 6 September 1966 through 16 August 1967.
